What is the experience of letting the sun work for us?

What is the experience of letting the sun work for us? Rows of photovoltaic panels are scattered in the Gobi Desert next to Gonghe County, Qinghai Province. Ten years ago, it was a desert of Gobi, and now it's the world's largest photovoltaic power park. What kind of experience is it to let the sun "work" for us with an average annual power generation of 10 billion degrees? China's New Perspective | How Will Real Estate Develop Over the Next Five Years? The Tone Has Been Set!

China's New Perspective | How Will Real Estate Develop Over the Next Five Years? Key Guidelines Released By China News Service, October 18 (Reported by Zhongxin Finance journalist Zuo Yukun) The report from the 20th National Congress of the Communist Party of China outlined the direction for real estate development under the overarching framework of "enhancing people's well-being and improving their quality of life." Specifically, it emphasized: "We must adhere to the principle that housing is for living in, not for speculation, and accelerate the establishment of a housing system characterized by multiple actors providing supply, diversified channels for保障 (guaranteeing), and a balanced approach integrating rental and homeownership." What impact will this have on China's housing system and the future development of the real estate market? File photo: A cityscape. Photo by Yuan Rujing Reaffirming "Housing for Living, Not Speculation" Since the Central Economic Work Conference first introduced the principle of "housing is for living, not for speculation" at the end of 2016, this guiding concept was further enshrined in the report of the 19th National Congress of the CPC in October 2017. "Over the past few years, despite the ups and downs experienced by the real estate sector, the central government has consistently supported local governments in tailoring policies to optimize property market regulations. At the same time, 'housing for living, not for speculation' has remained the unwavering bottom line of our policy framework," noted Chen Wenjing, Director of Market Research at the Index Division of China Index Academy. She added that after years of development, the "housing for living, not for speculation" philosophy has deeply taken root in society, becoming a shared social consensus. As a result, homebuyers are now making more rational purchasing decisions, and the residential function of housing continues to strengthen. Chen Wenjing pointed out that the renewed emphasis on "housing is for living, not for speculation" in the 20th National Congress report underscores the steadfastness of current policies. It also signals that "housing for living, not for speculation" will remain a long-term cornerstone of China's real estate strategy. Moving forward, the focus of real estate development will increasingly shift toward safeguarding people's livelihoods and enhancing housing quality. "In the future, reasonable housing demand will continue to be the primary target of supportive and encouraging policies. There remains significant room for both rigid and improvement-driven housing needs to be realized—especially as people's aspirations for a better quality of life grow ever broader. In particular, improvement-oriented housing demand is likely to become a key pillar supporting the overall market," said Chen Wenjing. Reiterating "Rental and Homeownership Hand in Hand" In addition to the principle of "housing for living, not for speculation," the concept of "rental and homeownership hand in hand" is another familiar theme. The 20th National Congress report maintains consistency with the 19th National Congress report in stating, "We must accelerate the establishment of a housing system featuring multiple actors providing supply, diversified channels for保障, and a balanced approach integrating rental and homeownership." "The real focus isn't on which direction we take, but rather how we proceed," remarked Yan Yuejin, Director of Research at the E-House Institute Think Tank Center. He emphasized that this clearly indicates the housing reform agenda over the next five years will closely align with the vision set forth during the 19th Congress—that is, the overall direction will remain unchanged. Li Yujia, Chief Researcher at the Housing Policy Research Center of Guangdong Provincial Academy of Urban Planning, echoed this sentiment, noting that while this approach highlights the urgent need to advance the construction of a rental-and-homeownership system, it also acknowledges that achieving true balance between rental and homeownership will require time and gradual implementation. However, despite the identical phrasing, there are subtle yet important differences beneath the surface. Yan Yuejin pointed out that while the 19th National Congress report framed the housing reform within the broader context of "improving people's livelihoods and raising their quality of life," the 20th Congress report places greater emphasis on "enhancing people's well-being and improving their quality of life." This shift reveals that, alongside ensuring basic livelihoods, elevating housing quality has also become a critical priority. In other words, the housing reform aims to simultaneously address both the needs of safeguarding people's livelihoods and enhancing the overall quality of housing. Li Yujia further analyzed that the overarching strategic vision for housing initiatives in the new era is crystal clear: "housing for living, not for speculation," coupled with "rental and homeownership hand in hand." The former serves as the overarching guide governing all aspects of housing policy, providing national-level direction for industry and market management, fostering innovative management models and long-term mechanisms, and driving the development of new housing systems and institutions. Meanwhile, the latter represents China's ongoing efforts to deepen housing reforms, explore new models for real estate development, and promote high-quality growth in the housing sector. Photo by Li Yipan "Rental and Homeownership Hand in Hand" Expected to Accelerate At the end of 2015, the Central Economic Work Conference first highlighted the importance of developing the housing rental market, emphasizing that "rental and homeownership hand in hand" should be established as the primary direction for China's housing reform. Since then, the pace of development in the rental housing market has noticeably quickened. "Currently, China has already established a solid foundation for multi-stakeholder involvement in developing rental housing. State-owned rental enterprises have played a pivotal role in leading, standardizing, activating, and regulating the market, while an increasing number of professional, institutionalized housing rental companies are actively participating in market development," said Zhao Ran, Dean of the ICCRA Housing Rental Industry Research Institute. "Since the second half of last year, the national government has taken substantial steps toward promoting the construction of affordable rental housing, lowering household registration thresholds for newcomers, enabling rentals to be registered under collective household accounts, creating vibrant rental communities, and exploring integrated rental-homeownership models," Li Yujia noted. He believes that with concerted efforts from various stakeholders, the construction of a rental-and-homeownership housing system will gain momentum across all fronts over the next five years. "To truly develop the housing rental market—particularly long-term rental services—the key lies in diversifying supply channels, providing large-scale, professionally managed housing options, expanding the effective supply of rental housing, and ensuring the sustainability of market growth," Zhao Ran emphasized. She urged local governments to integrate newly built rental housing into their overall housing development plans, carefully assessing local supply and demand dynamics to determine appropriate scales for rental housing construction. "More importantly, as China's real estate market gradually transitions from an incremental model to one focused on existing stock, we can actively revitalize idle assets through the renovation of existing properties, paving the way for sustainable growth in the rental housing supply," Zhao Ran concluded.
