He said that the Shanghai Municipal Housing and Construction Commission, together with the Municipal Development and Reform Commission, led the industry authorities, relevant districts and participating units, established a coordination mechanism for the resumption of major projects at the municipal level, and smoothly promoted the prevention and control of epidemics, employee return to work, material transportation, emergency management and other related work during the resumption of work and production. At present, among the first 24 projects, 16 projects, including Zhangjiang Laboratory R & D Building, Large Green Data Center (Tencent Project), Hexui Optoelectronics Sixth Generation AMOLED Production Line Capacity Expansion Project, Rail Transit Line 18 Phase II, Pudong Campus of Shanghai Jiaotong University Medical College, have resumed work, and 8 projects are in preparation for resumption of work.
He said that the current Shanghai construction site epidemic prevention and control foundation is still not solid, the risk of epidemic rebound still exists, major projects to resume production must be based on the premise of consolidating the results of epidemic prevention and control, to establish a normalized site epidemic prevention and control system as the basis, in accordance with the rhythm of the city's resumption of work and production, classification, zoning, phased promotion. Specific according to the following three aspects of procedures, conditions to arrange:
First of all, the project should enter the "white list of major projects to resume production", by the competent department of the industry in business with the territorial government or functional area management committee, according to the territorial epidemic prevention and control situation to put forward the proposed resumption of work and production of major projects and related tender proposals, after examination to form a "white list". At this stage to the development of the industry with strategic, leading and other important projects, "white list" will be based on the city's epidemic prevention and control situation, the resumption of production needs dynamic update. At present, the second batch of "white list" is under review and will be announced in due course.
Secondly, the project (legal person) unit should formulate the resumption plan and complete the filing. In accordance with the requirements of "one site, one plan", the preparation of the formation of construction site epidemic prevention and control and safety production management plan, so that personnel, machinery, materials, construction methods, environmental prevention, clear construction site temporary isolation area arrangement and management of relevant measures in place, to ensure that the epidemic prevention and control in place and safety quality control. The project resumption plan shall be filed by the project (legal person) unit with the local epidemic prevention and control department and the industry engineering safety and quality supervision agency.
Third, the major project sites applying for resumption of work must also be green sites. According to the disease control and site safety supervision department to determine the site three-color standard, up to the green standard to allow the resumption of production. Among them, the construction personnel in the closed area of the site must implement real-name health management. The resumption of work and production project needs to have the relevant conditions to meet the full closed management.
He said that the resumption of major projects is not an overnight thing. On the one hand, after the resumption of work, the territorial epidemic prevention and control departments, industry engineering safety and quality supervision agencies will be spot checks, inspections and other means of on-site review, supervision, the epidemic prevention and control is not perfect, safe construction is not in place of construction sites, will be ordered to immediately stop work for rectification. On the other hand, the resumption of major projects to reach the normal level of production, still need the recovery of the whole industry chain and the safe and orderly flow of personnel.
