Four suggestions were put forward, namely: "promote the use of heavy trucks for electricity", "promote the application of methanol fuel in heavy diesel engines", "expand the hydrogen energy demonstration area and encourage the cross-regional operation of hydrogen energy heavy trucks" and "Zhejiang Zhoushan Liuheng to carry out the pilot project of oil-to-gas conversion of fishing vessels". He said that these four proposals all revolve around energy conservation and emission reduction, while advocating multiple forms of energy to reduce dependence on oil and ensure national energy security. It is necessary to clarify the projects mainly invested by the state, enforce the mechanized construction mode, increase the mechanized budget cost in the investment budget, and improve the quality of infrastructure. All projects under construction are adjusted according to Railway Science and Technology No.31, and a dynamic unit price adjustment mechanism is established. Reasonable adjustment of the quota consumption of sprayed concrete and secondary lining concrete, dynamic design of complex tunnels, and two-way adjustment of quantity and price; The implementation of land material adjustment, the gravel, sand, rubble and AB group materials are included in the adjustment range, and the compensation coefficient is set up according to the region and the distance.
