Guangdong Provincial Development and Reform Commission Announces 1570 Key Projects with a Total Investment of 7.67 trillion Yuan in 2022

2022 is an important year for the "14th Five-Year Plan. On the 21st, the Guangdong Provincial Development and Reform Commission announced the 2022 provincial key projects on its official website.

This year, Guangdong Province has arranged 1570 provincial key projects with a total investment of 7.67 trillion billion yuan and an annual planned investment of 900 billion billion yuan. Among them, there are 1152 provincial key preparatory projects for preliminary construction, with an estimated total investment of 5.88 trillion yuan.

Infrastructure:Guangzhou-Zhuhai (Macau) high-speed rail starts preliminary work this year

This year's provincial government work report proposed to moderately advance infrastructure investment. This can be confirmed by the arrangement of key projects in the province. This year, Guangdong Province has arranged 554 key infrastructure projects, accounting for more than 50% of the annual planned investment of all projects.

In the area of new infrastructure, a total of 42 projects are scheduled. In order to accelerate the construction of the Guangdong-Hong Kong-Macao Greater Bay Area International Science and Technology Innovation Center and the Comprehensive National Science Center, Guangdong Province will use key projects as the starting point to accelerate the construction of the three major science cities of Guangming, Songshan Lake and Nansha. For example, the first phase of the Pearl Science Park of the Chinese Academy of Sciences in Guangzhou, the international data transmission hub Guangdong, Hong Kong and Macao Great Bay Area Guangzhou Nansha node. It is worth mentioning that the Guangzhou Nansha International Data Free Trade Port project will begin preliminary work. The project will build an international submarine optical cable, focusing on cross-border digital economy and cross-border digital service trade, and build a "cross-border infrastructure base" and "International Digital Economy and Service Trade Park".

5G network construction and industry applications, Guangdong proposed to achieve 5G network Pearl River Delta wide coverage and eastern Guangdong, western Guangdong, northern Guangdong city and county area full coverage. To this end, China Tower Guangdong, Guangdong Mobile, Guangdong Unicom and Guangdong Telecom will start construction of nearly 70000 5G base stations this year. In terms of rail transit, the closely watched Guangzhou East to Xintang Line 5-6 and Guangzhou South to Guangzhou Station connecting line will both start construction this year. The former has a total investment of 19 billion yuan and a construction period of 2026; the latter has a total investment of 7.6 billion yuan. By 2027, the new main line will be 15.6 kilometers long, including 11 kilometers in Guangzhou and 4.6 kilometers in Foshan. In the intercity track, the section from Foshan West Station to Guangzhou South Station of the Pearl River Delta Intercity Guangfo Ring Line and the section from Guangzhou South Station to Wanghong of the Pearl River Delta Intercity Line are expected to open this year. The section of the Guangfo Ring Road from Foshan West Station to Guangzhou North Station, which connects Guangzhou and Foshan in the west, is expected to start this year. In terms of preliminary projects, the Guangzhou-Zhuhai (Macau) high-speed rail section from Guangzhou North to Hezhou, and the Guangzhou-Zhuhai (Macau) high-speed rail section from Hezhou to Hengqin will also start preliminary work this year.

It is worth mentioning that in terms of accelerating the promotion of major development platforms, Guangzhou Nansha New Area, Guangzhou International Financial City, Guangzhou Science City, Guangzhou Artificial Intelligence and Digital Economy Pilot Zone, Sino-Singapore Guangzhou Knowledge City and many other major development platforms in the Guangdong-Hong Kong-Macao Greater Bay Area continue to develop. The Guangzhou Knowledge City Comprehensive Bonded Zone construction project will start preliminary work this year. The total construction area of the project is 600000 square meters. The construction content includes customs supervision facilities, administrative offices, commercial and commercial facilities, high-end intelligent manufacturing, etc.

Industrial engineering: 26 new-generation information technology projects

In terms of industrial projects, Guangdong Province has arranged 691 key industrial projects. Among them, there are 26 new-generation information technology projects, including electronic information, artificial intelligence, new-generation mobile communications, and new display panels. Electronic information new construction projects accounted for the largest proportion, a total of 23, of which 2 are located in Guangzhou, respectively, Guangdong core Yueneng silicon carbide chip production line project and Guangzhou Guangxin semiconductor packaging substrate product manufacturing project. In addition, the second phase of Guangzhou Guangdong Core Semiconductor Project will be put into production this year, with an additional monthly production capacity of 20000 12-inch wafer chips.

There are 3 new projects in the bio-industry project, all of which are biomedical projects, one of which is the Guangzhou Fengle Medical and Health Industry Base Project. Among the new high-end equipment manufacturing projects, there are 13 intelligent manufacturing, 1 satellite application industry, 1 high-performance ship and marine engineering equipment, 6 energy equipment, and 3 automobile manufacturing, a total of 24. This year, two automobile manufacturing projects in Guangzhou will be put into production. Guangzhou GAC's annual production capacity of 200000 vehicles (new energy vehicles) will be expanded, with a total investment of 6.3 billion yuan.

New materials industry project 14 new projects, put into operation 3 projects. Two of the production projects are located in Guangzhou, which are the silicon carbide single crystal material and wafer production project of Guangzhou Nansha Wafer Semiconductor Technology Co., Ltd. and the additional project of Guangzhou Shanjin Photoelectric Polarizer Production Line.

Among the 25 key projects newly started in the modern service industry, 3 are headquarters economy, 3 are business services, 1 is R & D and design services, 3 are business logistics services, and 15 are integrated production services. There are four new projects in Guangzhou, namely, the Phoenix Valley Returnee Center of Knowledge City, Guangzhou Global Trade Plaza, Guangzhou Baiyun Shenshan Logistics Hub and Guangdong Guangdian Financial Media Science and Technology Industrial Park. Among them, the Phoenix Valley Returnee Center project in Knowledge City is of great concern. The total investment of the project is about 1.9 billion yuan and the construction area is about 177000 square meters. It will build Noah's Ark in Life Sciences, the International Biomedical Headquarters Gathering Area, and the International Life Science Research and Development Empowerment Center, Biomedical Returnee High-level Workstation, etc. The construction period is 2022-2024.

People's Livelihood Protection: HKUST (Guangzhou) Project Phase I Put into Use This Year

In terms of people's livelihood security projects, key projects focus on making up for shortcomings in the field of public services, accelerate the construction of social undertakings such as education, medical and health, and residents' security, and arrange a total of 315 key projects for people's livelihood security.

In terms of higher education, Guangdong will focus on "first-class, short board and strong characteristics" this year ". Among them, the first phase of the Hong Kong University of Science and Technology (Guangzhou) project and the second phase of the Guangzhou International Campus of South China University of Technology will be put into use this year. How to improve the quality of vocational education? This year, Guangdong will promote the construction of the provincial vocational education city, Guangdong Province Press and Publication Senior Technical School Zhong Luo Tan campus construction project, Guangdong Province Technical Education Demonstration Base Phase II project, Guangdong Province Lingnan Industry and Commerce First Technician College (International College) Phase I construction project will start in Guangzhou.

In terms of medical and health care, the Guangzhou Respiratory Center has been put into use this year, with a total construction area of 217200 square meters and 1200 beds. The upgrading and reconstruction project of the First Affiliated Hospital of Guangdong Pharmaceutical University, the Baiyun Hospital District Project of Guangdong Provincial People's Hospital, and the Guangdong Provincial Integrated Traditional Chinese and Western Medicine Emergency Treatment Center will start new construction this year. Among them, the Baiyun Hospital of Guangdong Provincial People's Hospital has a total design of about 1000 beds and a construction area of about 250000 square meters.

In terms of cultural tourism, the Pearl Film Guangdong-Hong Kong-Macau Greater Bay Area Film Port (Pearl Film Guangdong-Hong Kong-Macau Greater Bay Area Film Museum), with a total investment of more than 2.5 billion yuan, will build Dawan District Film Center, Dawan District Film Museum, Guangdong 4K Film creation Center, Pearl Film Starlight Cinema, Pearl Film Performing Arts Hall and other projects, with a total construction area of about 164200 square meters.

Guangdong Nanhu Amusement Park, which has a total investment of 0.5 billion yuan and many Guangzhou citizens have left good memories, will be upgraded this year. After the renovation, it will be the first of the three Guangdong-Hong Kong-Macao Greater Bay Areas (the largest immersive real-life puzzle park, the longest night flight zipline, the first to cross the electromechanical competition field) and the first of the two countries (the "Peace Elite" authorized park and the Tianhe -2 Supercomputing Center Enabling Cultural Tourism Project).
