Ministry of Foreign Affairs: China actively participates in the reform and construction of the global governance system

The past decade has been a decade of China's active participation in the reform and construction of the global governance system, and some Western media are worried that China is trying to change the international order. Chinese Foreign Ministry spokesman Wang Wenbin briefed Chinese and foreign journalists on China's position and role in global governance at a regular press conference today (19th).

Wang Wenbin introduced that since the 18th National Congress of the Communist Party of China, China has always stood on the side of unity and cooperation, on the side of the trend of the times, on the side of the common interests of the vast majority of countries, and participated in the reform and construction of the global governance system with unprecedented breadth, depth and strength. Promote the construction of a new type of international relations featuring mutual respect, fairness and justice, and win-win cooperation, and promote the construction of a community with a shared future for mankind.

China is a staunch defender of the current international order. We have always firmly upheld the international system with the United Nations at its core, the international order based on international law, and the multilateral trading system with the World Trade Organization at its core. Over the past decade, China's contribution to the United Nations has increased steadily and has become the second largest contributor to the United Nations and a contributor to peacekeeping operations. We have actively and fully fulfilled our WTO accession commitments, significantly relaxed market access, continued to promote a high level of opening up to the outside world, reduced the overall level of import tariffs from 15.3 per cent to 7.4 per cent, opened nearly 120 of the 160 sub-sectors of the WTO service trade classification, and cleaned up nearly 200000 laws and regulations. China has also actively participated in and promoted the 12th WTO Ministerial Conference to achieve positive results, demonstrating its determination to strengthen unity and cooperation and safeguard the multilateral trading system.

China is also an active contributor to safeguarding world peace, promoting common development and addressing global challenges. President Xi Jinping advocated the establishment of a united, equal, balanced, and inclusive global development partnership and a common, comprehensive, cooperative, and sustainable security concept, and proposed global development initiatives and global security initiatives, which were generally welcomed by the international community. China has taken the lead in achieving the United Nations Millennium Development Goals and has contributed an average of 38.6 per cent to world economic growth over the past decade, making it the number one driving force behind world economic growth. China actively participates in the mediation of hot issues such as the Korean Peninsula nuclear issue, the Iranian nuclear issue, and Afghanistan, and promotes political solutions. It is the permanent member of the Security Council that sends the most peacekeepers. Chinese warships have participated in escort operations in the Gulf of Aden for 14 consecutive years. China has also proposed the International Food Security Cooperation Initiative and the Global Data Security Initiative, promoted the conclusion of the Paris Agreement, announced the "double carbon" goal, and provided more than 2.2 billion doses of vaccines to more than 120 countries and international organizations, making China's contribution to meeting global challenges.

China is also a responsible power that promotes the reform and improvement of the global governance system. China advocates a global governance concept of joint discussion, joint contribution and sharing, promotes the transformation of the G20 into a long-term governance mechanism, initiates the establishment of the Asian Infrastructure Investment Bank and the New Development Bank, builds a new cooperation platform for global economic governance, and promotes the construction of an open world economy. China is committed to deepening BRICS cooperation, building a broad "BRICS +" platform, and constantly promoting the representation and voice of emerging market countries and developing countries in international affairs.

No matter how the international situation changes, China's determination to practice true multilateralism will not change, its efforts to improve global governance will not change, and its actions to promote global cooperation will not change. We will adhere to openness and inclusiveness, do not engage in closed exclusivity, adhere to the basis of international law, do not engage in self-respect, adhere to consultation and cooperation, do not engage in conflict and confrontation, adhere to the times, do not engage in complacency, continue to actively participate in the reform and construction of the global governance system, promote the democratization of international relations, and promote the development of global governance in a more just and reasonable direction, take practical actions to contribute wisdom and strength to solving the global governance deficit, responding to global challenges, and promoting the building of a community of human destiny.
