The construction of the Guangdong-Hong Kong-Macao Greater Bay Area fully leverages the comprehensive advantages of Guangdong, Hong Kong, and Macao, as a vibrant, world-class urban cluster is rapidly emerging.
Just a few days ago, the "Overall Plan for Deepening Guangzhou Nansha's Comprehensive Cooperation with Hong Kong, Macao, and the World" was officially released. In the future, Nansha will be developed into a major strategic platform that is rooted in the Greater Bay Area, collaborates closely with Hong Kong and Macao, and looks outward to the global stage.
From last year's successive introductions of the "Hengqin Plan" and the "Qianhai Plan," to this year's "Nansha Plan," the practical implications of "One Country, Two Systems" have continued to deepen, while the depth of integrated development between Hong Kong, Macao, and the Chinese mainland has steadily expanded.
As one of the first Hong Kong and Macao–affiliated civil servants in Guangzhou, Hong Kong youth Wong Chiu Yat joined the Nansha Investment Promotion Bureau through a selection process in 2020, where he is now responsible for attracting investments.
Huang Zhaoyi, a section officer at the Investment Promotion Bureau of Nansha District, Guangzhou City: "More young people from Hong Kong and Macao are coming to the mainland to contribute to the nation's development and witness the country's growth firsthand."
Boosting Hong Kong and Macao's integration into the nation's broader development agenda, the rapidly advancing Greater Bay Area construction is providing robust support for the steady and sustained implementation of the "One Country, Two Systems" principle. From artificial intelligence and new energy to advanced manufacturing equipment and biopharmaceuticals, Hong Kong and Macao are finding expanded opportunities for growth within the Greater Bay Area. According to a recent report released by the China Development Research Foundation, the Guangdong-Hong Kong-Macao Greater Bay Area is on track to reach an economic output of 14.76 trillion yuan this year, positioning it as the world's largest bay area in terms of economic size.
Upholding the foundation of "One Country," while fully leveraging the advantages of "Two Systems," the Greater Bay Area is harnessing the unique strengths of Hong Kong and Macao to establish itself as a high-level hub for China's open-up and international engagement.
Zhu Wei, Executive Deputy Director of the Office of the Leading Group for Promoting the Development of the Guangdong-Hong Kong-Macao Greater Bay Area in Guangdong Province: Guangdong will steadfastly adhere to the central government’s directives, aligning with the Bay Area’s strategic priorities while addressing the needs of Hong Kong and Macao and leveraging Guangdong’s strengths. We will wholeheartedly support the overarching goal of "One Country, Two Systems," fostering a vital engine that drives high-quality development and building a major, strategically positioned platform that fosters synergy with Hong Kong and Macao while reaching out to the world.
The high-quality living circles across Guangdong, Hong Kong, and Macao are also accelerating their formation. Currently, residents from Hong Kong and Macao can participate in social insurance programs in Guangdong, enjoying the same housing, education, and other benefits as mainland residents. Moreover, people from Hong Kong and Macao are now able to establish elderly care service institutions in Guangdong. Under the "One Country, Two Systems" framework, as the new governance model of "joint consultation, joint construction, joint management, and shared benefits" continues to mature, the Greater Bay Area is providing Hong Kong and Macao residents with an even stronger sense of belonging and fulfillment.
Tian Feilong, Executive Director of the Center for Research on the "One Country, Two Systems" Legal System at Beijing University of Aeronautics and Astronautics: "The development of the Guangdong-Hong Kong-Macao Greater Bay Area aims to inject fresh vitality into the 'One Country, Two Systems' framework through an approach of integrated growth. Hong Kong and Macao will leverage their unique advantages to meet the nation's strategic needs, driving their own economic and social transformations in the process of serving China's overarching development goals—and together with the country, they will embark on a new journey toward the vast horizons of globalized innovation. This is precisely the innovative spirit that the Greater Bay Area brings to the evolution of 'One Country, Two Systems'."
