粤港澳科技创新资源加快集聚

粤港澳大湾区扛起“科技自立自强”的大旗,加速迈向全球顶级科创湾区。以建设大湾区综合性国家科学中心为重点,广东推动创新载体沿广深港、广珠澳“两廊”和深圳河套、珠海横琴“两点”布局。

科创要素的共享和流通,对于构建粤港澳协同创新环境至关重要。大湾区内地城市广开创新资源之门,推动大科学装置、重点实验室面向港澳和全球开放共享。其中,中国散裂中子源投入运行,“十四五”时期规划建设5个重大科技基础设施,数量居全国首位;10家广东省实验室、20家粤港澳联合实验室运行良好,集聚众多国内外院士科学家以及港澳科研机构;支持港澳高校和科研机构参与广东省财政科技计划,省、市科研项目财政资金跨境拨付超3亿元,惠及十余所港澳高校和科研机构。

目前,粤港澳大湾区孵化器、众创空间数量全国最多,发明专利的有效量、PCT国际专利有效申请量居全国首位;“深圳—香港—广州”创新集群在全球创新集群百强排名中蝉联第二名。

经过多年深度融合发展,粤港澳大湾区已探索形成“港澳高校—港澳科研成果—珠三角转化”的科技产业协同发展模式,大疆无人机等港澳重大科研成果在珠三角顺利转化落地,在人工智能、超高清视频等领域培育形成一批新兴产业集群。

开放型经济新体制加快形成

政通则人和,人和则业兴。广东以“湾区通”工程为抓手,推动粤港澳三地规则衔接、机制对接不断深化,开放型经济新体制加快形成。

广东在CEPA框架下对港澳实施更短的负面清单,基本实现与港澳服务贸易自由化,港澳企业在法律、会计、建筑等领域投资营商享受国民待遇。港澳企业商事登记实现“一网通办”,企业开办时间压缩到1个工作日内办结。

多管齐下,广东持续拓展职业资格认可、标准衔接范围。在医师、教师、导游等8个领域,以单边认可带动双向互认,3100多名港澳专业人士取得内地注册执业资格。推动制定首批“湾区标准”清单,涵盖食品、粤菜等23个领域70项标准。

优质生活圈加快形成

广东携手港澳着力推进民生合作,港澳居民来粤生活发展更加便利,宜居宜业宜游的优质生活圈加快形成。在住房、教育、医疗、社保等领域推出一系列三地居民关注度高、受益面广、影响力大的政策措施。居住方面,便利港澳居民在大湾区内地购房政策落地实施,豁免提供相关证明,且可按规定使用港澳银行跨境按揭购房。教育方面,港澳居民及随迁子女同等享受学前教育、义务教育、高中阶段教育以及参加中高考的政策落地实施。医疗卫生方面,“港澳药械通”试点实施,大湾区内地符合条件的医疗机构可按规定使用已在港澳上市的药品和医疗器械。社会保障方面,“湾区社保通”政策落地,截至2021年底,港澳居民在粤参加养老、失业、工伤保险累计达27.92万人次。

为了让更多港澳青年来粤就业,广东全面取消港澳人员在粤就业许可,港澳居民可同等享受就业创业扶持政策和服务,目前,在粤纳入就业登记管理的港澳居民超过8.51万人。大湾区(内地)事业单位公开招聘港澳居民政策落实落地,累计超过1500人次的港澳居民报考,首批考取港澳居民已聘用到岗。在创业方面,广东建成“1+12+N”港澳青年创新创业孵化基地体系,累计孵化港澳项目超过2800个、吸纳港澳青年就业达4100余人。

大湾区“1小时生活圈”基本形成

经济发展,交通先行。广东加速推进基础设施互联互通,三地往来更加快捷,大湾区“1小时生活圈”基本形成。

在重大基础设施建设方面,港珠澳大桥、广深港高铁等标志性工程建成运营,大湾区铁路运营里程近2500公里,“轨道上的大湾区”加快形成。珠江口东西两岸跨江通道陆续建成。目前,已建成4条公路跨江通道以及1条铁路通道,从北往南分别是黄埔大桥、南沙大桥、广深港高铁、虎门大桥、港珠澳大桥;在建4条,分别是佛莞城际铁路、狮子洋通道、深江铁路、深中通道;“十四五”期间规划建设2条,分别是莲花山通道、中南虎城际,远期规划1条为伶仃洋通道。今年5月,深中通道关键控制性工程——伶仃洋大桥,全面进入上部构造主体工程建设。这一集“桥、岛、隧、水下互通”于一体的超级跨海集群工程通车后,深圳到中山的通勤时间将由目前的2小时缩减为30分钟。

加强口岸建设,通关效率大幅提升。莲塘/香园围口岸、新横琴口岸、青茂口岸相继开通,创新实施“一站式通关”“合作查验、一次放行”等便利通关模式,2/3出入境旅客通过自助方式通关、基本实现排队不超过30分钟。

世界级机场群港口群加快形成。白云机场三期、深圳机场三跑道、香港机场扩建等加快建设。大湾区机场旅客吞吐能力达2.2亿人次、港口集装箱年通过能力约8500万标箱。

重大合作平台拓展港澳发展空间

从《粤港澳大湾区发展规划纲要》,到《横琴粤澳深度合作区建设总体方案》《全面深化前海深港现代服务业合作区改革开放方案》,再到《广州南沙深化面向世界的粤港澳全面合作总体方案》,一份份重磅文件接踵而至,横琴、前海、南沙等重大合作平台加快推进,有效拓展港澳发展空间。

建设粤港澳重大合作平台,加大体制机制改革创新力度,在重点领域和关键环节先行探索、积累经验,有利于“以点带面”,引领带动粤港澳全面深化合作。紧紧围绕促进澳门经济适度多元发展这条主线,横琴粤澳深度合作区创新粤澳双方共商共建共管共享新体制,合作区管委会、执委会和省派出机构揭牌运作,合作区建设实施方案印发出台,财税、人才、出入境管理、金融开放等配套政策和“二线”通道等基础设施建设有序推进,“澳门新街坊”项目顺利推进。截至2022年6月底,合作区实有澳资企业4900多家,注册资本1400多亿元。

便利措施促进澳资企业落地横琴不断增速,截至今年8月底,横琴合作区实有企业54331户,其中澳资企业5012户,占外资企业总数的64.47%。目前,横琴合作区已成为内地澳资企业最集中的区域。

聚焦与香港现代服务业合作,抓住“扩区”和“改革开放”两个重点,统筹推进前海深港现代服务业合作区“物理扩区”和“政策扩区”,坚持1/3以上土地面向港企出让,加快推动产业布局和国土空间实现统一规划、统一管理。合作区企业所得税优惠政策延期,优惠目录拓展至五大类30项。截至2022年5月底,前海注册港资企业9643家,注册资本1000万美元以上港企4117家。

今年6月底,前海合作区发布惠港“九件实事”,覆盖住房、创业服务、就业、平台、科创、金融、落户、民生等九个方面,为港人港企在前海发展提供全方位支持。同时,建成前海深港青年梦工场北区,拓展青年创业空间至13.9万㎡,累计孵化香港创业团队335家。

抓住机遇推动广州南沙深化面向世界的粤港澳全面合作,积极争取国家进口贸易促进创新示范区、综合保税区、国际化人才特区、跨境贸易投资高水平开放试点等国家级重大平台政策先后获批实施,南方海洋科学与工程省实验室集聚16个院士团队,创新设立粤港合作咨询委员会机制,香港科技大学(广州)已于今年9月开学,粤港澳全面合作迈上新台阶。

广、深核心引擎功能不断增强

广东全力支持深圳建设中国特色社会主义先行示范区,放宽市场准入特别措施、优化营商环境条例、营商环境改革4.0版出台实施,深圳综合改革试点首批40项授权事项落地实施,深交所主板与中小板合并、创业板注册制改革试点等重点领域改革取得突破。区域性国资国企改革全面启动,自由贸易账户、资本项目外汇收入支付便利化试点等外汇管理改革加快推进。省里向深圳下放1480项经济社会管理权限,推动深圳在要素市场化配置、营商环境、城市空间治理等方面推出一系列重大改革举措。
